The First Defence Scam of India
The 1948 jeep scandal, Krishna Menon, and how one early procurement decision set a pattern that outlived everyone involved in it.

A short multimedia piece produced under Prachyam on the origins of defence procurement corruption in post-independence India, centred on the 1948 jeep scandal involving Krishna Menon.
The Subject
The jeep scandal is the first procurement controversy of independent India and
the template for a great many that followed. In 1948, with the Kashmir operation
under way and the army short of transport, V. K. Krishna Menon — then High
Commissioner to the United Kingdom — contracted for army jeeps from a British
supplier, bypassing the established procurement procedure and paying a
substantial advance. A fraction of the vehicles arrived, and much of what did
was unserviceable.
The affair ran through parliamentary questioning and an inquiry committee, and
was closed in 1955 by the government of the day with the statement that the
matter was to be treated as concluded. Menon entered the Union cabinet shortly
afterwards and became Defence Minister in 1957, holding the post until he
resigned in the aftermath of the 1962 war with China.
The Mitrokhin material referred to in the film comes from the notes Vasili
Mitrokhin, a KGB archivist, copied over two decades and brought to Britain in
1992. Published as The Mitrokhin Archive, the second volume deals with Soviet
operations in the developing world, including India, and its claims about
political financing have been contested since publication.
How I Made It
The investigation centres on Menon's order of over 2,000 army jeeps from a British firm, placed with significant advance payments against minimal delivery. Research drew on parliamentary debates, declassified correspondence and secondary historical sources covering Menon's political associations, including material from the former KGB archivist Vasili Mitrokhin. The edit uses chronological pacing with animated maps, archival photography and text inserts. Scripting, editing, voice direction and motion design were handled internally by me.
Where It Landed
The piece offers a compact historical account tracing patterns of institutional defence mismanagement back to one of the formative figures of independent India's defence policy.
